2009年913日香港發生十年來最嚴重工業意外,一個升降機槽平台從30樓墜下,六名盡忠職守工作的工人不幸喪生。政府下令徹查事件。 

One Accident is Too Many 

Hong Kong’s worst industrial accident in a decade occurred on 13 September 2009 in the International Commerce Centre, a 118-storey waterfront skyscraper, when a platform plunged 20 storeys down a lift shaft (升降機槽)and killed six workers.

No one would wish for a thing as such to happen around oneself, but what will one feel if such tragedy happens to some totally innocent victims just as a result of one’s irresponsible action?  Will the irresponsible ones then just try to evade (逃避) or shift (推御)civil(民事), or even criminal(刑事), liability(法律責任)? 

Industrial accidents happen because some people consider standard safety precautions (標準安全預防措施)as nothing more than formalities (具文;表面手續), and, regrettably, even some safety officers hold such ideas when performing their duties.   People often tend to take tragedies as something too distant to happen.  Such take-it-for-grant mentality (認為理所當然的心態),  coupled with (加上)irresponsibility (無責任心)and sheer laziness (純粹懶惰), is the root cause of many tragedies one causes to oneself and others.  Our experience/the above incident has clearly shown that tragedies can happen from time to time. 

It is a thousand pities (痛惜萬分) to hear that industrial accidents (工業意外)happen to workers who work with the utmost sincerity (以最大的真誠工作) only to fall victim to the irresponsible work of others (因別人不負責任而受害).  In the construction sector (建築界), it is common practice (一般做法) for workers to be called to work at a site which they know nothing about.  As such, it is the prime responsibility (首要責任) of the management (管理層) to ensure the safety of sites in the first place (首先要確保安全).  Any failure to comply with safety standards will give rise to hazardous (充滿潛在危險的)sites and accidents.     

Indeed, all parties involved in industrial work, including officers-in-charge(主管), safety officers (安全主任)and workers, shall take every possible precaution to protect the precious lives of their own and of others.  

To minimize industrial accidents, the importance of industrial safety training cannot be overemphasized (怎樣強調也不為過).  Great importance should be attached to (要非常重視) helping all stakeholders/affected parties (持份者/受影響各方) to grasp (掌握) a more complete knowledge of (全面知識), and appreciation for (了解), workplace safety (工作場所安全).  Every sub-contractor (分包商)and worker should be alert to the fact that any irresponsible handling of materials (對物料的處理)or operation of machines (對機器的操作)  may endanger (危及) the lives not only of theirs but also of the innocent ones(無辜者), who may be the only breadwinners (經濟支柱) of their families.   

Last but not least (最後但也是同樣重要的一點), the government shall launch in-depth investigation (深入調查) on suspicious (可疑的)accidents and take strict enforcement action against non-compliance with (不遵守)safety codes (安全守則).
